2025 Public Safety Package
The Indianapolis Republican Caucus is committed to addressing the pressing challenges of public safety and community well-being. Based on extensive dialogue with residents, law enforcement, and community leaders, we have developed targeted proposals aimed at enhancing safety, accountability, and operational effectiveness.
Proposal 1: Removing Residency Requirements for City Employees

To address persistent staffing shortages across city departments, we propose eliminating non-state-mandated residency requirements for city employees. Currently, restrictive residency rules limit our ability to attract and retain qualified talent.
Key Changes:

City employees will be permitted to reside in Marion County or any contiguous county.

Repeal of outdated residency ordinances that hinder employee recruitment and retention.

This measure aims to:

Expand the city's talent pool.

Improve staffing and retention across essential city departments.

Position Indianapolis competitively against neighboring counties and the private sector.
Proposal 2: Enhancing Parental Accountability for Juvenile Curfew Violations
Recent incidents highlight growing concerns regarding juvenile safety and parental accountability. We propose stronger enforcement measures within existing juvenile curfew laws, placing greater responsibility on parents, guardians, and custodians.

Key Changes:

First violation: Written notice issued to parents.

Second violation: $500 fine imposed.

Third and subsequent violations: $1,500 fine imposed.

This measure aims to:

Reduce juvenile delinquency and enhance community safety.

Reinforce parental responsibility and accountability.

Mitigate the risk of harm to minors during late-night hours.
Proposal 3: Reforming the General Orders Advisory Board
We propose transforming the General Orders Board back into an advisory body, restoring authority to the Chief of Police to issue and amend departmental orders effectively.

The board will function in an advisory capacity, providing non-binding recommendations.

The Chief retains authority to issue, amend, or rescind general orders, subject to oversight from the advisory board.

Enhances transparency by requiring public meetings and written recommendations.

Reinstate effective departmental leadership and decision-making.

Ensure ongoing civilian oversight through structured recommendations.
